story 1

Armenia cut single-source contracts from 52 percent of spend to 7. The habit stayed.

236,159 signed contracts from PPCM, Armenia's procurement registry, 2018 to 2026. The value share of single-source awards fell from 52.04 to 6.83 percent while roughly four procedures in ten still skip competition. The Ministry of Health signed 486.7 billion AMD without tenders, 1,017 companies get over 90 percent of their public revenue from one buyer, and appeals fell from 142 contracts a year to 18.

story 2

The single-source money left the Ministry of Health. Here is where it went.

The Ministry of Health's single-source share of its own spend fell from 95.70 percent in 2018 to 5.98 in 2026. The largest single-source buyers of 2024 to 2026 are now the Council of Public Broadcaster, Yerevan Municipality, the Ministry of High-Tech Industry and the Probation Service. The supplier base grew from 3,072 winners to 7,795, over a third of each year's winners are new to the registry, and the median contract shrank while billion-AMD contracts multiplied.

story 3

We went looking for Armenia's December rush. The money is signed in January.

A test of the end of year spending rush that did not survive contact with the registry. Across 2018 to 2025, December holds 10.45 percent of PPCM contracts but only 10.71 percent of the value, while January holds 16.14 percent. Of 129 state buyers with at least 50 contracts, the median share of value signed in December is 7.69 percent, below what an even month gives. December contracts are not larger and are not more urgent. The real shift is elsewhere: urgent procedures now carry 3.79 percent of contracts and 27.59 percent of the money, and two buyers hold 61.40 percent of that.

All three stories rebuild from one command against the weekly index; the numbers update as the registry does. The index behind them is queryable per supplier at apify.com/reestri/am-supplier-contracts. Corrections: soso@reestri.io.
